The CSSWG resolved to adopt a "scrollable containing block" for `position-area` in order to give a more reasonable containing block for positioned boxes: https://github.com/w3c/csswg-drafts/issues/10861 We should adopt this concept in our code. It's particularly important in conjunction with the new auto-safety overflow alignment rules: https://www.w3.org/TR/css-align-3/#auto-safety-position
